Clifford Chance Advises on Oman’s SalalaH2 Initiative

Global Law Firm Clifford Chance has provided legal counsel to Marubeni Corporation, Dutco Overseas Limited (a Dutco Group subsidiary), OQ Alternative Energy, and Samsung C&T Corporation. The consortium is set to collaborate with Oman’s state-owned Hydrom Oman SPC on the ambitious SalalaH2 project, aiming to develop extensive green hydrogen and ammonia production facilities in Salalah, Oman.

The SalalaH2 initiative aims to establish cutting-edge facilities utilizing local wind and solar resources for large-scale green hydrogen and ammonia production. The primary focus is on supplying both international and domestic markets with ammonia and hydrogen. Aligned with Oman’s strategic objectives, the project plays a crucial role in realizing the nation’s vision of achieving one million tons of green hydrogen production by 2030. Leveraging optimal wind and solar conditions, coupled with robust port and industrial infrastructure, Oman’s green hydrogen program is strategically positioned for success.

The cross-border Clifford Chance team consisted of partners Richard Parris, and Mohamed HamraKrouha (pictured), senior associate Anthony Santangeli and associates Kirsty Jones and Miguel Domingo

Richard Parris commented: “We are very proud to have supported the outstanding sponsors on a pathfinder deal for the emerging green hydrogen economy. After a period of hydrogen market and price discovery led by creative sponsors, industry and governments, 2023 has been a year of big progress for hydrogen projects. As regulatory regimes and offtake procurement models in key European and Asian demand centres become clearer, we expect to see more and more projects come to fruition over the short to medium term”.

Clifford Chance worked together with Omani law firm MAQ Legal on this matter.
